To the uninitiated, SPO2 Josefa Lacandula, or Jobie to friends, is the lady police women and children run to when they are in trouble. Battered wives, rape victims and abused children all know her face. Every one of them attest that behind that no-nonsense façade lies genuine kindness and warmth and a truly compassionate heart whose concern for each victim’s plight extends beyond her working hours. One of the cases SPO2 Lacandula handled was the arrest of cybersex operators in Dumaguete City. Four girls who came to the city to work as household helpers were induced to work as subjects in this crime through promises of easy money. This was reported to the police by the aunt of one of the girls who became suspicious of the unusually large amount of money that the girl had.
SP02 Jobie wasted no time acting on this information. She conducted surveillance operations night after night and purposely did not bring in male police personnel to avoid detection by the operators and their relatives. She did this at great peril to herself and even used her own vehicle and spent her personal money to expedite this operation. Her tireless efforts led to the apprehension of the suspects and rescue of victimized minors.
This praiseworthy accomplishment is only one of SPO2 Lacandula’s countless triumphs as a champion of women and children’s rights within the police force. She chooses to fight her battles while balancing her duties to her family headed by husband Luis who is also a PNP member and her two boys. This year, she was awarded as one of the Country’s Outstandng Policemen in Service due to her passionate crusade to protect and uphold the rights of women and children.
