Senior Police Officer 1 Manuel Almadrigo Padlan’s resume is never short of big arrests, and it is for these achievements that the Metrobank Foundation celebrates his accomplishments and one of the country’s outstanding policemen.
In his 17-year career, SPO1 Padlan has been front-and-center in solving some of the most difficult cases to face the Antipolo Police Station, and in so doing, he has risen up to become Chief of the Antipolo City Traffic Management Division and Public Order and Safety Department. It is in the practice of finding swift and just solutions to cases that he specializes. He was vital in the arrest of the suspects in the ambush and death of Mayor Bernardo Sarayot in 2001. He took down drug lord Bernardo Tuazon while the latter was in the act of possessing seven bags on shabu, the product of a long surveillance process that SPO1 Padlan handled. He played the central role in the neutralization of the Bonnet Gang, responsible for a series of armed robberies in Antipolo. His true gifts, however, come by his commitment to education and peacekeeping on the community and individual level. He’s a frequent visitor to Antipolo City schools with his participation in the PNP Pulis Ko, Titser Ko Program, and the Anti-Illegal Drug Abuse Program, which conducted symposia and dialogues to about 400 college and 800 high school students. He initiated the Traffic Adjudication Program in Antipolo, where conflicts between commuters and drivers were resolved outside of the courtrooms, opening up the judicial system to more important cases, and directly improving the traffic situation of Antipolo. |
