4. Police Superintendent Sidney N. Villaflor Chief of Police San Jose City Police Station San Jose City, Nueva Ecija PSupt. Villaflor considers himself as a “transformational leader” who sets an example for others to follow and who acknowledges the dysfunctions of the PNP such that the exposure of these can lead to the implementation of strategic interventions to correct the system. Among his accomplishments include the conceptualization of an intelligence operation plan which led to the arrest of the suspects of the murder of the mayor and vice mayor of Lupao, Nueva Ecija in 2007.
While he has accomplished a lot in his 18 years of service in the PNP, PSupt. Villaflor considers his experience as a Group Commander and primary negotiator during a hostage-taking incident in San Jose City as his most memorable experience. The incident involved a drunk male suspect who took hostage his elderly mother at knife point. When the three-hour negotiation failed, he shot the suspect at the shoulder and not at the head, which he considers a win-win resolution of the situation. Facing the challenge of lack of manpower, PSupt. Villaflor relies on the cooperation of the community in crime solution and prevention. He conducted a Barangay Tanod Professionalization Training which enabled the tanods to become more competent as agents of peace and as force multipliers. O n the other hand, a training for incumbent barangay captains was also conducted which tackled safety handling of guns, basic marksmanship and proper maintenance of firearms. |
