One of the highlights of PSupt. Francisco’s career is the arrest of Manuel Montero, one of the suspects in the Ruby Rose Barrameda case, which eventually led to the retrieval of the victim’s body.

The case has been a cold case for two years.

 

The arrest was made possible through PSupt. Francisco’s mobilization of trained operatives and formation of Barangay Intelligence Network in Cavite, Rizal, Bataan and Masbate.

 

PSupt. Francisco likewise led three operations that resulted to the arrest of four most wanted persons, three of them had rewards on their heads.

 

Committed to transforming the PNP, he initiated the reorganization in the District Intelligence Division of the Manila Police District to flush out policemen involved in illegal activities and replace them with uncorrupted cops.

 

 

PSupt. Francisco also led various operatives which resulted to the charging of 14 policemen with administrative and criminal offenses.

 

 

PSupt. Francisco also advocated the development of leaders at all levels of the PNP in order to ensure responsibility and accountability, and instituted corrective measures to improve the capability of intelligence units.

 

These led to gaining the trust of the public, which was evident in the support given by the people in renovating the unit’s office.
