Chief, Regional Police Intelligence and Operations Unit Regional Intelligence Division, National Capital Region Police Office Camp Bagong Diwa, Taguig City One of the highlights of PSupt. Francisco’s career is the arrest of Manuel Montero, one of the suspects in the Ruby Rose Barrameda case, which eventually led to the retrieval of the victim’s body. The case has been a cold case for two years. The arrest was made possible through PSupt. Francisco’s mobilization of trained operatives and formation of Barangay Intelligence Network in Cavite, Rizal, Bataan and Masbate.

Making, Parang, Maguindanao to end the conflict, which involved land grabbing and family feuds, between Christian and Muslim communities. He likewise contributed to the resolution of the rido or clan feud between two families in Maguindanao which caused a number of killings for years. |
