Police officers are asked to prepare to lay down their lives in the performance of their duties, and many are actually called to make the supreme sacrifice in the line of duty. Some are lucky to have survived the hazards of the profession, like SPO2 Nazareno, to live on and fight criminals and communist insurgents another day.

While Bataan has its usual share of illegal drug syndicates and robbery and hold up suspects – including elements of the Waray-Waray and Dacpano gangs that SPO2 Nazareno and his team both neutralized in the wake of a series of robberies aboard buses that ply routes in the province – New Peoples Army regulars also pose a constant threat to the safety and security of the population.

All these years, however, the robust network of civilian informants and community assets trained and relied upon by SPO2 Nazareno and his men to tilt the battlefield balance in favor of police and military forces has continued to provide valuable information on enemy strength and movements, allowing both the PNP and the AFP to engage and defeat hostile forces.

As a result, dozens of firearms and voluminous subversive documents have been confiscated, and more than a handful of NPA units neutralized, in operations led or planned by SPO2 Nazareno and his team. Crucial to the success of the PNP’s counter-insurgency efforts in the province are SPO2 Nazareno’s 123 information nets, where 176 community volunteers provide data on suspicious characters and unusual developments at the different barangays.

For monitoring the use or trading of illegal drugs, he modified these information nets to come up with Operation Private Eye, a citizen-based information collection system adopted both by the Dangerous Drugs Board and the Philippine Drug Enforcement Agency to contain the threat posed by the manufacture, distribution and use of illegal drugs. Both these initiative are supplemented by text messaging services that further enhance accessibility and visibility of police forces in the community as a means of deterring crime.
