While the problem on illegal drugs remains a top priority of the country’s law enforcement agencies, considerable progress has been achieved in containing the threat of widespread manufacture and distribution, thanks to the efforts of police agents like SPO4 Carillo.
As former chief of intelligence and investigation, and then head, of the Philippine Drug Enforcement Agency Regional Office based in Davao City, he has become the nemesis of drug merchants not just in the region, but wherever they decide to take their illegal business in the country. No less than four big-time drug dealers, majority of whom have international connections and all in the PNP’s Order of Battle – including a former police personnel – have fallen by the wayside as a result of SPO4 Carillo’s dogged determination and unrelenting police work, costing these operators hundred of millions in pesos and saving hundreds of lives in the process. Many of the tips that led to these successful operations came from civilian volunteers who attended lectures and seminars conducted by SPO4 Carillo, proving his invaluable skill in raising the awareness of various members of the community as a means of soliciting their involvement in the war against illegal drugs. While this talent was honed in the academe, teaching became an important part of his career as a police officer. When not pursuing operators of drug laboratories or street dealers, SPO4 Carillo spends most of his time in the classroom, reaching out to the youth in an effort to keep them away from drugs. In addition to special lectures for college students and young adults in some of the region’s biggest universities, he conducts special classes in at least four national high schools in Davao under the Drug Abuse Resistance Education Program of the government, benefiting thousands of high school students who would otherwise become easy prey for drug traffickers. His contribution also helps facilitate partnerships and close cooperation between the Department of Education and concerned local governments on one hand, and the PNP on the other. |
