SPO2 Bandoy’s eighteen-year career as a police non-commissioned officer exemplifies the successful collaboration between law enforcement authorities and the community. In the course of many successful special intelligence and manhunt operations against notorious criminal elements, the support and cooperation of local leaders, coupled with intelligence reports provided by community informants, played a key role in the achievement of law enforcement objectives. His long list of accomplishments include the capture of brothers Jonathan and Gerardo Riños of the dreared Waray-Waray Kidnap-for-Ransom Group (KFRG), the neutralization of three members of the Millarada KFRG, and the arrest and neutralization of high-profile kidnappers and robbery and hold-up suspects, all of whom were among those in the PNP’s most wanted list, SPO2 Bandoy has deprived criminal element operating in Metro Manila and other urban centers with a safe haven in the backwaters of the rural communities where he serves.

Like all intelligence agents, SPO2 Bandoy successfully utilizes a network of community informants in crime solution and prevention. His active involvement in training programs of barangay tanods has paid off handsomely, allowing for immediate and effective police action as part of preserving peace and order in the community. As a testament of his overall concern for the welfare of different sectors of society, he has taken his advocacy in the fields of child labor and women and children’s concerns, participating in the education and training programs to help raise awareness on these special concerns.
