In a career that has spanned more than 18 years, PO3 Garcia has achieved no sophisticated weaponry and combat tactics can ever accomplish, and that is to bring the police closer to the community and make the PNP a veritable partner in social development and nation building. In addition to the a host of awards and distinctions he has earned over the years, his well rounded approach to public service through law enforcement has merited two major awards in 2006 for having made such a impact on the public, the Best Police Community Relations Junior Non-Commissioned Officer for Police Region IV-A (Calabarzon) and the Best Police Officer of the Year from the provincial government of Rizal.
As one who has seriously embarked on the crucial work of involving the community in the challenging task of maintaining peace and order in the face of threats posed by various criminal elements, PO3 Garcia can proudly lay claim to the resolution of numerous crimes and the neutralization of a long list of lawless characters. Just as significantly, if not more so, his extensive and far-ranging initiatives has done a lot to make the community take on a much wider role in keeping their communities not just safe and secure, but increase their capability to facilitate and manage social and economic development. These include education and information dissemination activities on such topics as disaster preparedness, establishments of livelihood programs for women and unemployed members of the household, organization of volunteer associations for traffic management and barangay security purposes, networking with private sector socio-civic and government projects, and a host of other worthwhile endeavors. Indeed, if it needs to be done for the welfare of the community and uplift the quality of life of the people whom he serves, then PO3 Garcia will surely be part of any undertaking.
