While the youngest in this year’s batch of awardees holds one of the shortest service records of all the nominees, PO3 Salazar’s impressive list of accomplishments should inspire many of his colleagues to aspire for similar heights of excellence in their law enforcement careers. Not only has he achieved a childhood dream to serve his fellowmen, but his efforts have earned him respects and admiration from his peers and top brass in the PNP, as well as the gratitude and appreciation of the public whom he serves. In 206, the distinction of being the “Best Junior Police Non-Commissioned Officer of the Year” at the national level, the “Outstanding Criminologist in Mindanao” given by the Professional Criminologist Association of the Philippines, and the “Outstanding Alumnus of the year” from the Holy Trinity College in General Santos City were among the most significant accolades that were added to those that he has received over the last eleven years.
PO3 Salazar has made extensive use of his excellent rapport with the community to score successful campaigns against a host of notorious police character and organized criminal syndicates, particularly those involved in illegal drugs and other street crimes. His favorite advocacy, however is in the fields of drug abuse and rehabilitation of dependents, for which he regularly conducts seminar for the Philippine Drug Abuse Resistance Education or DARE Program for public elementary schools, as well as the organization of civilian volunteers to strengthen the barangay information network to serve as a counterpoint to the proliferation and use of illegal substances especially among the youth, including those who are out of school and among street children. As a member of the Board of Trustees of the General Santos Habitat Community Association, he normally supervises and participates in drug clearing operations and implements training activities for grassroots force multipliers in the community.
