It takes more gallantry – and a special breed of police officers – to effectively and successfully employ a community oriented law enforcement paradigm. For someone like PSupt. Lopez, however, working with the community is the only way to properly exercise their responsibilities as public servants and achieve their objectives of securing as well as preserving pace and order. Beyond mere lip service, his remarkable record of accomplishments and long list of awards and commendations over the last 16 years, including national awards for two different police stations that were under his command, and two citations as Junior Police Commissioned Officer for Region 1, are all testaments of his significant contributions to the PNP’s mission to actively engage the community in its law enforcement duties.

The list names of notorious criminals neutralized by police units under the leadership od PSupt. Lopez reads like a who’s who in the annals of criminology. From serial rapists, murder suspects, drug lords and members of organized crime syndicates, very few, if at all, escaped the outstanding police work initiated by PSupt. Lopez with the help of and in partnership with barangay information networks he had diligently established. In addition, he has consistently shown innovativeness in coming up with the concrete expressions of the PNP’s community oriented policing system (COPS) through such initiatives as Gobyernong Abot ang Barangay or GABAY Program training for public safety officers as force multipliers, setting up of a Crime Monitoring Center through text messaging, and activation of Junior Police Program, among many other similar efforts. To complement these activities, he takes especial interest in adopting a Moral Recovery Program among his peers and subordinates, thereby ensuring that integrity and professionalism go hand and hand with competence in the performance and conduct of our men and women in uniform.

A graduate of the Philippine National Police Academy, where he earned a Bachelors degree in Public Safety, PSupt. Lopez is a native of Quirino, Isabela and holds a Masters degree in Public Administration from the University of Luzon. He is married to a fellow police officer, the former Virginia Rosario, with whom he has three children.
