P/Supt Clet is a veteran officer whose 19-year service record speaks volumes about his proficiency, integrity and dedication to the ideals of critical collaboration with the community in the achievement of law enforcement objectives. His most notable accomplishments include successful operations against elements of the New Peoples Army, which led to the surrender and neutralization of armed regulars of the communist movement, recovery of high-powered firearms, and the capture of ranking field officers. He was also involved in the solution of a series of robbery cases and the arrest of criminal elements, among them drug pushers, illegal recruiters and scalawag police officers.
Just as impressively, his crime prevention programs are showcases of effective partnerships with multi-sectoral organizations, community associations and the business community. Under his leadership, a Youth for Environment and Safety (YES) movement was organized in Sorsogon to help keep the young from juvenile delinquency. In Daraga, Albay, P/Supt Clet was instrumental in the re-activation of anti-drug abuse councils in all barangays in the municipality. He also helped establish a Women’s and Children’s Concern Deck (WCCD) in an Agta tribal settlement community, thereby bringing the police closer to its constituencies in far-flung areas, and has likewise effectively mobilized support from various sectors of the community for special projects such as Gawad Kalinga.
A graduate of the University of Visayas with a degree in Criminology, P/Supt Clte also attended a Development Management course at the Asian Institute of Management, earned a degree in Public Safety from PNP Academy, as well as a post-graduate degree in Business Administration in Wesleyan University. He has five children with wife, Gemma. |
