After almost two decades in the police force,P/Supt Iglesia lay claim to a host of significant achievements, notably the resolution of high-profile Kidnap-for-Ransom (KFR) cases. Aside from acting as chief negotiator, he also planned and executed operations that led to the neutralization of the dreaded Waray-Ilonggo and the Fajardo KFR groups. P/Supt. Iglesia also headed teams that apprehended former Congressman Mitchell Gumabao, alias Dennis Roldan, and his cohorts. His work with informants in the community as part of his barangay intelligence networks have always proved crucial to his success, as exemplified in his involvement in the capture of Lupin Superable and Cesar Amado, the country’s 3rd and 4th most wanted kidnappers. The arrest of the latter eventually led to the solution of the celebrated Betty Chua Sy kidnapping case.

Now on her 19th year of service in the police establishment, P/Supt Gido is a 53-year old veteran who has successfully led a campaign against organized crime perpetrated by gangs and other lawless elements. These include the Diaz Medina Group, which was engaged in cases of swindling and estafa; the Ipit gang, which preyed on hapless commuters in public transports; and the Nuevo Group, a notorious robbery and holdup gang. Her efforts led to the arrest of leaders and members of these gangs and the neutralization of their criminal operations. One of her most significant achievements, however, is in breaking up of a syndicate that spawned hundreds of illegal squatters on prime residential lots in the city.

P/Supt Clet is a veteran officer whose 19-year service record speaks volumes about his proficiency, integrity and dedication to the ideals of critical collaboration with the community in the achievement of law enforcement objectives. His most notable accomplishments include successful operations against elements of the New Peoples Army, which led to the surrender and neutralization of armed regulars of the communist movement, recovery of high-powered firearms, and the capture of ranking field officers. He was also involved in the solution of a series of robbery cases and the arrest of criminal elements, among them drug pushers, illegal recruiters and scalawag police officers.

A seventeen-year veteran of the PNP, P/Supt Cayabyab exemplifies the new breed of men and women in uniform whose multi-faceted accomplishments can only be attributed to their having successfully engaged the community in the performance of their law enforcement duties. From helping protect the environment from dynamite fishing to constricting trade in illegal drugs to stopping the circulation of counterfeit money, P/Supt Cayabyab has earned numerous awards and distinctions for his no-nonsense approach to crime solution. Aside from the confiscation of huge quantities of drugs, explosives and other illegal substances, his expertise and leadership – certainly enhanced by his extensive partnership with a network of concerned citizens and informants – have resulted to the capture of notorious criminals, including the most wanted person in Pangasinan, and the neutralization of lawless syndicates such as the dreaded Budol-Budol Gang.

SPO4 Garcia’s current assignment with the Police Community Relations (PCR) Office continues to hone her expertise in maintaining and utilizing close partnerships with the community to achieve peace and order. In her 24 years of service with the PNP, she has figured prominently in cases that led to the arrest of communist insurgents and members of gambling syndicates, as well as those involving child abuse and exploitation, juvenile delinquency and illegal drugs. Her cumulative accomplishments against trafficking in marijuana have resulted to the confiscation of more than 1000 kilos and 770 grams of dried marijuana leaves with as estimated value of more than P2 million, uprooting of more than 110 drug traffickers, 59 pushers and 10 marijuana cultivators. In all these accomplishments, she effectively worked with civilian assets in the community, routinely coordinating with barangay officials to gather information, build up case files and successfully execute police operations.

The youngest in this year’s crop of outstanding police officers has less than 10 years of service with the PNP, but nonetheless boasts of impressive credentials. Be it work on a child abuse case, coordination of operations of the Women and Children’s Concerns Desk, the neutralization of a huge drug syndicate and the arrest of notorious drug pushers, or the capture of an illegal recruiter, PO3 Zarzoso’s efforts are always inevitably linked to, and considered the result of, her excellent rapport with the community. From providing vital information on each of these cases, to encouraging victims and witnesses to bring their cases to court, to facilitating actual improvements in the social well-being of affected constituents, she has done a lot in bringing back the trust and confidence of the public for the police.

In a career that spans nearly 18 years, SPO1 Valeriano has made good use of an extensive network of community informants, along with old-fashioned police work, to compile a service record that speaks of his profound appreciation for the value of partnership between the community and law enforcement authorities. The list of notorious criminals he has helped put behind bars includes communist regulars, child molesters, illegal recruiters, and members of robbery, holdup, and drug syndicates. These feats of bravery and hard work – particularly in the arrest of the most wanted person in the Bicol Region – have collectively earned for the PNP the trust of various sectors of the community.

A veteran operative for more than 18 years, SPO3 Kahano has been involved in major police operations against big-time and high-profile criminal syndicates, particularly Kidnap-for-Ranson (KFR) groups. His most significant accomplishments include the capture or neutralization of some of the country’s most wanted elements in the PNP National Anti-Kidnapping Task Force (NAKTAF) order of battle, among them Allan Celebre, Allan Balimbingan, Reynaldo de Vera, ranked 8th, and Silverio Superable, ranked 3rd, all members of the dreaded Waray-Waray KFR group. He was likewise instrumental in the arrest of the third most wanted person in Eastern Visayas and was part of a campaign against loose firearms in the area. In each of these cases, SPO3 Kahano’s extensive network of community informants proved vital not just in building of case profiles, but in the successful execution of operational plans in the field.

PO2 Javison’s seven-year career as a police non-commissioned officer (PNCO) exemplifies the meaningful collaboration between law enforcement authorities and the community. In the course of his involvement in many successful operations against criminal elements, PO2 Javison’s ability to mobilize the support and cooperation of local leaders, coupled with his expertise in analyzing and utilizing intelligence reports provided by community informants, played a key role in the accomplishment of law enforcement objectives. These include the arrest of murder suspects, drug pushers, and members of robbery and cattle-rustling gangs, as well as maintenance of harmonious relationships between potentially tense religious factions in the community.

What the teaching profession lost, the PNP heartily gained. PO3 Somblingo has passed the licensure examination for teachers after completing 72 units of BS in Education, but decided that law enforcement was her passion. Over the last nine years, her record in crime solution reflects some of the more significant achievements of the police in trying to promote and protect the rights of women and children. In focusing her talent and energies in pursuing serial rapists, incest sex offenders, and pimps, PO# Somblingo has helped turn the tide against abuse and exploitation of women, especially minors, from the clutches of prostitution and a life of hopelessness and shame. Just as significantly, she has transcended cultural boundaries to work for the resolution of similar crimes among members of indigenous communities.
