A seventeen-year veteran of the PNP, P/Supt Balba is credited with the successful neutralization of a number of kidnap-for-ransom groups, including the Waray-waray and Esting gangs, and helped organize and lead operations that resulted to the rescue of victims, recovery of firearms and other weapons, and the arrest of notorious gang members. He also took part in surveillance and monitoring of robbery-holdup gangs and terrorists groups, as well as drug syndicates. Together with a network of community informants and in coordination with both government agencies and non-government organizations such as the Citizens Action Against Crme, P/Supt Balba was instrumental in the solution of numerous crimes and the mitigation of criminal activities in areas where he was assigned. One of his strategies was to revive the Bike Patrol System, within the periphery of the Araneta Center, which contributed to the creation of a peaceful and tourist- and shopper-friendly commercial atmosphere.
His work with the community extended not just to law enforcement, but to the promotion of partnerships between various stakeholders to ensure peace and order. Thus, he tapped private security personnel to help prevent petty crimes and engaged the business community in improving traffic conditions, facilitating garbage disposal, and managing ambulant hawkers and sidewalk vendors. He also partnered with concerned NGOs to address the problem of prostitution, juvenile delinquency, and drug addiction by distributing inspirational reading materials, facilitating skills training and supervising drug awareness and crime prevention seminars.
A native of Batangas, P/Supt Balba graduated from the Philippine Military Academy and later earned a Masters degree in Management from the Philippine Christian University. He is married to former Esperanza Punzalan, with whom he has a child. |
