Only in his eleventh year of service to the PNP, P/SInsp. Descallar is a 31-year old veteran of numerous operations against illegal loggers and dynamite fishermen, insurgents, drug dealers, kidnap-for-ransom, robbery and holdup groups, and even erring and corrupt local public officials and uniformed personnel. His most substantial achievements include the conduct of at least forty operations that led to the arrest of 52 persons for illegal drug trafficking and apprehension of almost a thousand fishermen involved in illegal fishing, which helped stop the deterioration of the Sagay Marine Reserve in Negros Occidental. Information provided by his intelligence assets in the community, along with inter-agency cooperation that he successfully facilitated, proved vital in these operations.
As a firm believer of partnerships and networking, P/SInsp Descallar harnesses the support not just of the community, including schools and religious institutions, but engages other government agencies as well as private sector organizations to implement a broad renge of developmental activities. These include livelihood programs, seminars on drug and substance abuse, gender awareness, environmental education, sports and socio-cultural projects, among others. He regularly leads medical and dental outreach activities and disaster relief operations, last but not the least, he has effectively enlisted the support of media organizations, both print and broadcast, to help project a positive image of the police by highlighting their programs and accomplishments.
Originally from Zamboanga del Norte, he has made Sagay City his home, where he is raising two children with his spouse, Police Senior Inspector Jessica Copitco-Descallar. A top-notch graduate of the Philippine National Police Academy, where he finished fourth in his class, he is currently completing a Masters degree in Local Governance. |
