POLICE SUPERINTENDENT BERNABE MENDOZA BALBA Print E-mail

A seventeen-year veteran of the PNP, P/Supt Balba is credited with the successful neutralization of a number of kidnap-for-ransom groups, including the Waray-waray and Esting gangs, and helped organize and lead operations that resulted to the rescue of victims, recovery of firearms and other weapons, and the arrest of notorious gang members. He also took part in surveillance and monitoring of robbery-holdup gangs and terrorists groups, as well as drug syndicates. Together with a network of community informants and in coordination with both government agencies and non-government organizations such as the Citizens Action Against Crme, P/Supt Balba was instrumental in the solution of numerous crimes and the mitigation of criminal activities in areas where he was assigned. One of his strategies was to revive the Bike Patrol System, within the periphery of the Araneta Center, which contributed to the creation of a peaceful and tourist- and shopper-friendly commercial atmosphere.

A veteran police officer with an 18-year service record, P/Supt Corpus has the distinction of successful resolution of a number of high-profile cases, among them a massacre in Meycauyan, Bulacan and the gruesome rape-slay of a six-year old girl, the neutralization of a robbery-holdup gang and at least two notorious drug syndicates as well as the arrest of a big-time drug lord, the resolution of the murder of a scion of a movie actor, and the capture of Congressman Romeo Jalosjos. In all these achievements, P/Supt Corpus relied on a community-based intelligence network coupled with excellent police work to get the desired results, which were often effected in the most expedient manner possible.

Only in his eleventh year of service to the PNP, P/SInsp. Descallar is a 31-year old veteran of numerous operations against illegal loggers and dynamite fishermen, insurgents, drug dealers, kidnap-for-ransom, robbery and holdup groups, and even erring and corrupt local public officials and uniformed personnel. His most substantial achievements include the conduct of at least forty operations that led to the arrest of 52 persons for illegal drug trafficking and apprehension of almost a thousand fishermen involved in illegal fishing, which helped stop the deterioration of the Sagay Marine Reserve in Negros Occidental. Information provided by his intelligence assets in the community, along with inter-agency cooperation that he successfully facilitated, proved vital in these operations.

After nearly two decades in the police force, P/Supt Durana can lay claim to a host of significant achievements, including the resolution of a number of high-profile cases, the arrest of primary suspects, and the neutralization of notorious criminal gangs and the capture of their leaders. Aside from acting as the chief investigator and leading the planning and execution of operations that led to the neutralization of the dreaded Ilonggo-Waray kidnap-for-ransom group, he also led teams that apprehended members of the dreaded robbery-holdup groups. His work with informants in the community as part of his barangay intelligence networks likewise proved crucial in his success as a police officer, as exemplified in his involvement in the arrest of the key suspects in the Calauag Massacre and the capture of a couple dubbed as the “King and Queen” of a huge pyramiding scam.

PO3 Alteza’s current assignment with the WCCD as an investigator regularly gets her to work closely with the community. In her seven years with the police, she has figured prominently in cases that involved not just hardened criminals, but women offenders and those that prey on women and children. Aside from participating in operations that led to the arrest of some of the most wanted persons in Iriga City, she also worked on cases involving human trafficking and illegal drugs. In all these achievements, she effectively utilized both community informants and civilian assets, routinely coordinating with barangay officials to gather information and build up case files.

A veteran operative for the last 28 years, SPO4 delos Reyes has worked on every imaginable police case, from drug syndicates to robbery-holdup and kidnap-for-ransom gangs to communists and Muslim terrorist groups. His most significant accomplishments include the capture of the country’s most wanted criminals in Regions 1 and 3, the arrest and conviction of more than 300 drug pushers, counter-terrorist action that led to the neutralization of an entire Muslim terrorist cell as well as the decimation of communist elements and the recovery of firearms and subversive documents. In all these achievements, SPO4 delos Reyes counted on his network of informants in the different barangays and the support of local officials, proving once more the value of partnerships between the police and other stakeholders in the community.

What the hotel and restaurant industry lost, the PNP heartily gained. SPO4 Escaro, a graduate of BS in Hotel and Restaurant Management, owns the proud distinction of having served our people through the PNP for the last 31 years. His record in crime solution reflects some of the more significant achievements of the police in trying to curb the drug menace, from the eradication of large-scale marijuana plantations – one with crops worth at least P19.5 million – in the hinterlands of Sultan Kudarat, to buy-bust operations that netted the notorious pushers and drug lords. His leadership in the implementation of Oplan GreenGold resulted to the destruction of more than 25,000 fully grown marijuana plants and 45,000 seedlings.

Using his extensive network of community informants and old-fashioned police work, his record speaks of an up-and-coming police non-commissioned officer with a profound appreciation of the value of partnership between the community and law-enforcement authorities. The list of notorious and high-profile criminals he has helped put behind bars includes communist regulars, members of robbery-holdup syndicates and kidnap-for-ransom gangs, and an international fugitive. In the process, these feats of bravery and hard work earned the PNP the trust of various sectors of the community, particularly the media and Chinese-Filipino businessmen.

With almost twenty tears of service record under his belt, SPO2 Mabalot essays the new roles of the police in the community: law enforcer, ambassador of goodwill, liaison officer, communications specialist. Be it work on a child abuse case, coordination of operations of the Women and Children Concerns section of the unit, the neutralization of a drug syndicate and confiscation of illegal drugs amounting to P1.5 million, the termination of a reign of terror of a local warlord, or the recovery of a kidnapped businessman, his efforts were always inevitably linked to, and considered the result of, his rapport with the community. From providing vital information on each of these cases, to encouraging victims and witnesses to bring their cases and testify in court, SPO2 Mabalot has done a lot in vreating more impact for, and raising wareness on, the achievements of the police.
