An Intelligence and Investigation PNCO of Police Regional Mobile Group 8 detailed with the Regional Anti-Illegal Drug-Special Operations Task Force (RAID SOTF-8) in Capoocan, Leyte, SPO1 Romeo Garrido is a 15-year veteran of the PNP. His achievements in the field are reflected by at least 28 medals he has so far received, as well as various awards and recognition from the civilian sector, including the Most Outstanding Police Non-Commissioned Officer of the Year in 2002, which was jointly conferred by the Citizens Crime Watch, the Philippines Confederation of Non-Government Organizations, the Philippine Association of News Agencies and the National Police Commission.
Coming such a long way from being a mere confidential Informer, SPO1 Garrido organized Barangay Intelligence Networks in areas where he was assigned, which later became the hallmark of his successful career as a law enforcer.
With the help and the cooperation of the community, SPO1 Garrido and his team were able to effect the arrest of notorious criminal elements and the recovery of huge quantities of drugs, firearms and ammunitions. As one of the planners and implementers of Operational Plan Pagrumpag in February 2001, for example, he was instrumental in the neutralization of a total of twenty organized crime groups that were responsible for a series of robbery and holdup cases in the boundaries of Western and Northern Samar. In 1998, he also initiated the first simultaneous anti-narcotics raid/search/seizure operations in Region 8 that resulted to the arrest of four drug pushers.
An active member of the Kilos Laya Laban sa Droga or KILL DROGA Movement, SPO1 Garrido is frequently invited in schools and by concerned socio-civic organizations to speak on the drug menace. He likewise organized and is currently the president of the Querubin Brotherhood Association, which aims to promote brotherhood, unity and camaraderie among PNCOs and foster professional cooperation through sharing of intelligence information. In the process, the organization hopes to help protect and enhance the good image of the PNP.
