SPO2 Octavio Rivero is currently detailed with the Traffic Management Group, Traffic Division of the Legaspi City Police Station in Albay Province. His service record of more than 13 years bespeaks not just of professionalism and competence, but a deep concern for the welfare of the community and a profound love for the career he has chosen. These traits are captured in each of the more than 20 medals he has received, along with the distinction of being named as one of The Outstanding Policemen of the Philippines in 2002.
As a former intelligence officer, SPO2 Rivero was instrumental in the arrests of top-ranking members of the New People’s Army at the height of the communist insurgency in Bicol. During the 1990 coup attempt, he was Team Leader of loyalist forces that valiantly defended the Legaspi Airport from mutinous troops, thereby helping change the course of events in that fateful period in our nation’s history.
Throughout his colorful career, he has figured in numerous operations that resulted in the capture of notorious criminals, including a would-be bomber, drug pushers, and robbery and homicide suspects, among others. In his current assignment with the Traffic Management Group, he has earned the reputation as “the cop who cannot be bribed” by refusing money from traffic violators who are regularly apprehended for wanton disregard for traffic rules. He has, in fact, earned the distinction of having issued the most number of traffic violation receipts for three straight years, from 2000 to 2003.
Just as importantly, SPO2 Rivero has made meaningful and significant contributions to the community, primarily as a way of expressing his gratitude for the successes that he, who, as a child of the streets, used to beg for food, has achieved. His project EAST, which stands for Educational Assistance for the Street Children of Tinago, has helped sent ten street children to school. In partnership with other concerned sectors in the community, these children also received medical and dental services, school supplies, monthly tutorial lessons and allowances. This program won a national award during the 55th Junior Chamber of the Philippines’ National Convention last October 2003. In recognition of his integrity and wisdom, he has been invited as a member of the Barangay Judicial Council, which is tasked to help maintain peace and order at the community level.
