Currently the Deputy Group Director of Regional Special Action unit in Camp Bagong Diwa, Bicutan, Taguig, P/Supt. Leo Angelo Diel Leuterio has been in active service for almost 20 years. A dedicated adherent of the Community Policing philosophy, where the main efforts are “upstream” problem solving interventions that are pro-active and preventive, P/Supt Leuterio helped actualize and institutionalize community involvement in crime prevention and solution. In various police commands and offices he has led, his close working relationship with the community has immensely contributed to the success of his efforts to bring back the trust and confidence of the people in the police.
His most notable accomplishments in this respect include the establishment of the PNP Hotline text 2920, which figured prominently in the effective and efficient solution of high-profile crimes and the capture of notorious criminal elements, including the remnants of the Kuratong Baleleng Gang, “kotong” or corrupt members of the police as well as other government agencies, and other robbery and holdup suspects. Back in 1990, when he was assigned as the Intelligence and Operations Officer in Davao del Norte, he is also credited for the adoption of the KAUBAN (a Cebuano term for friend or partner) policing system, patterned after the Koban system of the Japanese police. Using the concept of persuasive policing, Kauban is a highly successful approach to securing peace and order and law enforcement, eventually serving as the model for subsequent Community Oriented Policing System (COPS) projects that were subsequently implemented by the PNP throughout the country. P/Supt Leuterio likewise pioneered in the conduct of Bomb Threat Awareness Seminars that is now an integral component of PNP’s training programs.
As editor-in-chief of various publications and manuals of the directorate for plans, P/Supt Leuterio has received at least four PNP Outstanding Achievement medals and was twice named as Police Commissioned Officer of the Year, in 2001 and 2002.
After earning an undergraduate degree in Chemistry in 1983, P/Supt Leuterio entered the Philippine Military Academy the following year and became a full pledged police officer in 1988. a 39-year old native of Davao City, where his wife and three children reside, he completed a Master’s degree in Management (Industrial Relations) from the University of the Philippines-Mindanao. |
