As Chief of the Station Investigation and Detective Management Branch of the Caloocan City Police Station, P/Supt. Dionicio Borromeo is credited with intiating successful police operational interventions as well as establishing high impact crime prevention programs that have helped turn the tide against criminality and earned recognition and support from the community. His 18-year service record speaks of its competence in and commitment to professional law enforcement, a fact attested to by the numerous awards and recognition he has received not just from the PNP, but from other sectors of the community as well.
For his involvement and leadership in the solution of sensational and extremely dangerous cases in his area of responsibility, P/Supt. Borromeo helped Caloocan become the Best City Police Station for four years; Metro Manila-wide in 1998, 2000, and 2002, and nationwide in 1999.
His most recent accomplishments include the neutralization of notorious criminal gangs that operate in Caloocan City, including the Bonbay, Martilyo and Solido Gangs as well as the Waray and Saludar groups, individually and collectively involved in robbery, kidnapping, carnapping, holdups, and homicide cases. Just as importantly, his innovative and multi-faceted approach to crime prevention that involves key sectors of the community, particularly the youth, socio-civic organizations or NGOs, and barangay and other local officials, have made a significant impact in terms of reducing crime, providing livelihood, and keeping young people away from drugs and related petty felonies. Among his projects are the establishment of the Junior Police Auxiliary Force, which is composed of out-of-school youth; the establishment of the City’s crime informant network, the Txt-A-Crime project; reconciliation of and mediation between warring fraternities; street lighting of crime-prone areas; rehabilitation of street children; the Habitat for Police Program, which resulted to the construction of a police precinct with the help of NGOs and the local government unit; creation of assistance and livelihood programs not just for members of the police and their families but for out-of-school youth as well.
Originally from Alicia, Isabela, the 39-year old father of three graduated from the Philippine Military Academy in 1989. he holds a Master’s degree in Business Administration from St. Ferdinand College in Isabela. Before assuming his current position, P/Supt Borromeo served as Provincial Officer of the Isabela Criminal Investigation Service Field Office from 1993 to 1996 and as Chief of Police of Cabuyao, Laguna from 1996 to 1997, among other assignments. |
