2004 Awardees
 As Chief of the Station Investigation and Detective Management Branch of the Caloocan City Police Station, P/Supt. Dionicio Borromeo is credited with intiating successful police operational interventions as well as establishing high impact crime prevention programs that have helped turn the tide against criminality and earned recognition and support from the community. His 18-year service record speaks of its competence in and commitment to professional law enforcement, a fact attested to by the numerous awards and recognition he has received not just from the PNP, but from other sectors of the community as well.
For his involvement and leadership in the solution of sensational and extremely dangerous cases in his area of responsibility, P/Supt. Borromeo helped Caloocan become the Best City Police Station for four years; Metro Manila-wide in 1998, 2000, and 2002, and nationwide in 1999.

 P/Supt Oppus is currently the Chief of Lapu-Lapu City Police Station in Barangay Pusok, Lapu-lapu City. A career policeman for the past 23 years, P/Supt Oppus’ outstanding service record is amply substantiated by the numerous awards and commendations he has received, including a Presidential merit Medal from President Fidel V. Ramos in 1998.
As Chief of Police of Tagbilaran City from 1999 to 2003, his efforts and accomplishments earned fro the city the Most Outstanding Peace and Order Council (Component City) Award in 1999. A year later, the city was honored by President Gloria Macapagal-Arroyo as the Best Performing Local Government Unit in the Campaign Against Illegal Drugs in Region 7. P/Supt Oppus himself as adjudged as Senior Police Commissioned Officer of the Year 2000 for Region 7 and twice for the whole province of Bohol (2000 and 2001). For his innovative and effective managerial efforts, the Tagbilaran City Police Station was awarded in 2001 and 2002 as the Best Police Station of the Year for Region 7.

 Currently the Deputy Group Director of Regional Special Action unit in Camp Bagong Diwa, Bicutan, Taguig, P/Supt. Leo Angelo Diel Leuterio has been in active service for almost 20 years. A dedicated adherent of the Community Policing philosophy, where the main efforts are “upstream” problem solving interventions that are pro-active and preventive, P/Supt Leuterio helped actualize and institutionalize community involvement in crime prevention and solution. In various police commands and offices he has led, his close working relationship with the community has immensely contributed to the success of his efforts to bring back the trust and confidence of the people in the police.

 P/Supt Isaias Tonog is currently the Officer-in-Charge of the Northern Samar Police Provincial Office based in Camp Carlos Delgado, Catarman, Northern Samar. In active duty for almost 20 years, his outstanding accomplishments and exemplary service record has contributed to the internal security and public safety of the communities he has dedicatedly served with competence and professionalism.
His accomplishments in crime solution runs the gamut of police work, from campaigns against highway robbery to illegal drugs, illegal logging and fishing, illegal gambling, and the arrest of most wanted persons in the community. As Provincial Drug Enforcement Officer of the Philippine Drug Enforcement Agency, he led operations against suspected pushers and drug lords in Region 8, which resulted to the arrest of at least 63 persons and the filing of 97 cases in an intensive 11-month campaign period in 2003. |

 SPO2 Octavio Rivero is currently detailed with the Traffic Management Group, Traffic Division of the Legaspi City Police Station in Albay Province. His service record of more than 13 years bespeaks not just of professionalism and competence, but a deep concern for the welfare of the community and a profound love for the career he has chosen. These traits are captured in each of the more than 20 medals he has received, along with the distinction of being named as one of The Outstanding Policemen of the Philippines in 2002.
As a former intelligence officer, SPO2 Rivero was instrumental in the arrests of top-ranking members of the New People’s Army at the height of the communist insurgency in Bicol. During the 1990 coup attempt, he was Team Leader of loyalist forces that valiantly defended the Legaspi Airport from mutinous troops, thereby helping change the course of events in that fateful period in our nation’s history. |

 PO3 Annie Rose Alvarado is currently assigned as Legal Investigator, Police Community Relations Officer and Desk Officer of the Women’s and Children’s Desk of the Police Anti-Crime and Emergency Response (PACER) in Davao City. Her professional service record of more than 7 years id replete with outstanding achievements, including a “Gawad Kadalubhasaan”, an award of excellence for having obtained the highest rating in academic proficiency, attendance, aptitude and physical fitness in her Public Safety Junior Leadership Class in 2001.
PO3 Alvarado’s dynamic roles as negotiation adviser, surveillance operative, legal investigation team leader, special reaction operative and legal investigator in many occasions led to the successful resolution of kidnap-for-ransom (KFR) and other criminal cases, in the process of contributing to the improvement of the peace and order situation in Mindanao Oriental. |

 As Regional Intelligence and Investigation Division, PRO Calabarzon based in Camp Vicente Lim in Calamba City, Laguna, SPO2 Geronimo Manalo continues to excel as a public servant in the field of law enforcement. This is amply attested to by no less than 39 medals and numerous other awards and distinctions he has received over the last 12 years not just from the PNP, but from other sectors of the community as well. These achievements include being named as one of the Outstanding Policemen of the Philippines by the Philippine Jaycees, an award conferred by President Gloria Macapagal-Arroyo in Malacañang in 2003.in 2001, he was adjudged as Best Senior PNCO of the year in Batangas Province and the entire Region IV.

 Currently the Chief of Police Community Relations of Police Precinct 2 of the Iloilo City Police Office, Police Regional Office 6 and a Family, Juvenile Protection and Gender Specialist, SPO2 Alejandro Monsale has devoted his life to public service. A 23-year veteran of the PNP, he has no less than 14 medals and at least 37 commendations from various commands and units in the PNP, along with other awards and distinctions from different socio-civic organizations and government agencies. In 2002, he was named one of the Outstanding Police Non-Commissioned Officers of the Year in a recognition program sponsored by the Philippine Association of National Advertisers and Citizens Crime Watch, in cooperation with the National Police Commission. The same year, his achievements and contributions helped his unit earn an award as the Most Citizen Friendly Police Station in Region VI, Highly Urbanized City Category.

 An Intelligence and Investigation PNCO of Police Regional Mobile Group 8 detailed with the Regional Anti-Illegal Drug-Special Operations Task Force (RAID SOTF-8) in Capoocan, Leyte, SPO1 Romeo Garrido is a 15-year veteran of the PNP. His achievements in the field are reflected by at least 28 medals he has so far received, as well as various awards and recognition from the civilian sector, including the Most Outstanding Police Non-Commissioned Officer of the Year in 2002, which was jointly conferred by the Citizens Crime Watch, the Philippines Confederation of Non-Government Organizations, the Philippine Association of News Agencies and the National Police Commission.
Coming such a long way from being a mere confidential Informer, SPO1 Garrido organized Barangay Intelligence Networks in areas where he was assigned, which later became the hallmark of his successful career as a law enforcer. |

 PO3 Lorenzo Guevara is currently detailed with the Police Anti-Crime Emergency Response – Mindanao Oriental (PACER-MOR) based in Agdao, Davao City, as Chief, Intelligence and Operation PNCO. Since entering the police force in 1991, PO3 Guevara has shown outstanding gallantry, selfless dedication, and exemplary competence and professionalism in the performance of his tasks, a fact evidenced by no less than 16 medals he has received from the PNP, as well as various commendations he has received from private sector organizations. In 2000 and 2001, he was honored as the Junior PNCO of the Year for his achievements, particularly in the campaign against illegal drugs.
