A PMA cadet for three years, SPO$ Macatlang became an Intelligence Operative of the Criminal Investigation and Security Command in 1988. During the course of the next 14 years, he has received a total of 22 medals and 38 commendation letters from the PNP alone, including the Dangal ng PNP Award, jointly conferred by the Civil Service Commission, the PNP Outstanding Achievement Medal, three Special Service Medals, and the PNP Heroism Medal, among others.
His active involvement in OPLAN SALIKOP last year, which was a targeted campaign against syndicated/organized crime groups, and its component operational plans, Oplan Cyclone and Oplan Hurricane, resulted to the neutralization of two major Kidnap-for-Ransom groups and the capture of at least 14 of their members. Two kidnap victims were also resued. In similar operations in 1997 under the Oplan Halog, SPO4 Macatlang and his team also neutralized another notorious Kidnap-for-ransom group and captured three of its members. Other criminal syndicates that SPO4 Macatlang helped stop were the Acetylene Gang and the dreaded Nonoy Group, both of which were active in robbery and holdup activities. As a member of Oplan Pagtugis, he helped apprehend numerous suspects involved in cases of hi-jacking, car-napping, swindling, murder, and many others. Finally, SPO4 Macatlang was also active in the campaign against illegal drugs and participated in many operations that led to the arrest of drug traffickers, both local and foreign, and the seizure of marijuana, heroin, shabu, and various other illegal substances worth millions of pesos.
