A well-decorated police officer, SPO1 Sto. Domingo’s 20-year service record exemplifies the achievements of an outstanding public servant. Aside from the Civil Service Commission, which has cited him with two major national awards, at least three other private organizations have honored SPO1 Sto. Domingo for his meritorious law enforcement accomplishments, including The Outstanding Policemen of the Philippines award in 1997.

A disciplined, dedicated and competent professional, his crime intervention and solution rate is credited by the speedy resolution of criminal incidents that helped secure the peace and order conditions in the locality.

The series of successful operations that he led resulted to the neutralization of various robbery/holdup gangs, confiscation of illegal drugs and loose firearms, and the arrest of notorious police characters. Among his substantial contributions is his involvement in the local PNP’s drug prevention program, which helped reverse the worsening drug problem in the city in the 1980s up to the early 1990s. in addition, his involvement in various socio-civic activities, his participation in youth education projects, and his established partnership with the community have contributed to the enhancement not just of his individual stature as a police officer, but the image of the PNP as a whole. Among the projects that he initiated benefited stowaways, out-of-school youth, street children and orphans under the care of the Missionaries of Charity and the Boys Foundation. He was also instrumental in the formation of Junior Police Watch and Barangay Police Watch, which help in the crime prevention efforts of the local police. As part of his public relations activities, SPO1 Sto. Domingo gives lectures to schools, barangay association and non-government organizations on various aspects of law enforcement, especially in the area of drug abuse.

SPO1 Sto. Domingo is a native of Naga City, where he lives with spouse Eden delos Santos Tuy and their six children.
