A veteran police officer with a 30-year service record, P/Supt. Molto rose from the ranks; earning promotions along the way that made him police commissioned officer in 1985.
Under his leadership, the Daraga Police Station was adjudged as the Best Municipal Police Station last year in the entire Bicol Region because of its outstanding accomplishments in various fields of police work, particularly in crime solution and police-community relations. Among the projects he initiated was the “Walk and Talk Patrolling Concept”, which was instrumental in the high crime solution rate in the municipality, as indicated by the neutralization of eight organized criminal gangs and the apprehension of at least ten most wanted persons in the locality.
Included in the list of notorious criminal elements that were stopped in the course of operations led by P/Supt. Molto are the Alama Gang, which was responsible for at least 13 robbery, holdup, car-napping, and rape cases in the province of Albay and Sorsogon; the Mariñas Gang, which was into illegal drugs; and the Guianan Budol-Budol Group, which was responsible for a string of estafa and swindling cases not just in Region 5 but in Manila as well. Other notable initiatives implemented by P/Supt. Molto are the Si-GMA Project, which is an inter-agency and community-based information management service center and Project OYSTER, which is designed to provide out-of-school youth with livelihood skills. As a testament to his competence, integrity and professionalism, P/Supt. Molto has received a total of 54 various police service medals and numerous other awards and commendations from the PNP, local government units and agencies, and socio-civic groups. In addition to being recognized as the Outstanding Policeman of the Bicol Region in 1988, he was also honored as one of the Ten Outstanding Policemen of the Philippines in 1988, 1989, and 1990.
A Master’s degree holder in Management, P/Supt. Molto is also an Associate Professor and has completed the academic requirements for a Master’s in Peace and Security Studies. Born in Virac, Catanduanes, he has four children with spouse Maryjane Molto. |
