Chief of Police, Dagupan City Police Station Pangasinan Police Provincial Office, Police Regional Office 3
After 11 years in the military, four of them as a cadet in the Philippine Military Academy, P/Supt. Taliño found himself in the police force as a Senior Inspector in 1991. Since then, his star in the PNP has continued to shine, as evidenced by the numerous badges, citations, and commendation letters that he has received, including no less than 30 medals and other awards.
As Chief of Police of the Dagupan City Police Station, his inspired leadership garnered for the station the honor of being named as The Best City Police Station for the year 2001 in the entire Rehion 3. Included in his list of meritorious accomplishments is the neutralization of the dreaded “Bagis Gang”, which operated in Pangasinan and nearby provinces as a robbery/holdup criminal group. He also led a series of successful operations against and international drug syndicate that was using the Philippines as a transshipment point to smuggle heroin to the United States and Europe.
As a result of this and other achievements in drug control and prevention, including the arrest of the province’s most notorious drug personalities, he was recognized as the National Awardee of the Kilos Laya Laban sa Droga or KILL DROGA on the occasion of its first anniversary in 2001. In terms of community involvement, P/Supt. Taliño served as Executive Director of YELLOW CAPS, a volunteer traffic organization that augments the traffic section of the Dagupan City Police Station. He also initiated the city’s “Pulis Mo, I-text Mo” and “Kung May Krimen I-text Mo” campaign, which gave the local population direct and easy access to their police force. He also convened the Forum on Unity for Peace in 2001 to solicit the active involvement of the community in the PNP’s crime prevention program, and served as adviser of the Task Force Bantay Dagupan, which helps improve the monitoring and intelligence gathering program of the local police.
As a member of the PNP Contingent to the United Nations Transitional Authority in Cambodia (UNTAC) in 1992 to 1993, P/Supt. Taliño received the UN Peacekeeping Medal. He was also honored with the Presidential Merit Medal in 1998. a native of Pangasinan, he is married to Mary Jane Taliño with whom he has three children. |
